Legal & Ministry

Is homeschooling legal in Namibia?

Yes, it is legal. However, it requires applying to the Ministry of Basic Education, Arts and Culture for exemption from compulsory school attendance. You must prove that the education provided at home is not inferior to the standard provided in state schools.

How do I register with the Ministry?

You must submit an official application form, a curriculum overview, a timetable, and the tutor's qualifications to the Director of Education in your region. HSAN provides templates for our members on the Exemption Forms page.

Curriculum & Exams

Do I have to follow the Namibian Curriculum?

No. You are free to choose an international curriculum (like Cambridge or GED) or the South African CAPS curriculum, provided it meets the standard required by the Ministry.

Can my child still go to a university like UNAM or NUST?

Absolutely. If your child completes a recognized high school equivalency (like Cambridge A-Levels, a CAPS Matric, or a GED with NQA exemption), they can apply to universities both locally and internationally.

Association Membership

Why should I join HSAN?

We act as your advocate. We liaise with the Ministry, provide you with legal protection, connect you with local support hubs, and offer discounts with major curriculum providers. You are not alone on this journey.
